you can wear them separately on their own or both together
personally i just use foundation and no powder but some people only use powder and some people use foundation and then powder to seal it
I think you just need to buy one, theres no point in getting both, what a waste of money ! they are rather cheap though

Because I get oily skin %26amp; tend to require a lot of coverage...I go for a medium coverage liquid foundation %26amp; a translucent powder to set it with.
If you have healthy skin or don't need as much coverage, a mineral powder will be sufficient. That or a tinted moisturizer or something like that.
If you have drier skin, however, you may consider just using a liquid foundation or a moisturizer then a powder.

it depends on what type of coverage you want. If you don't want too much coverage then powder will do. It'll blot away your oiliness from your face. If you want a medium coverage, liquid foundation and then set it by dusting loose powder. If you want a heavier coverage, a cream foundation will do.
If you're going to wear makeup, you should go the whole way with it.
First, decide if you want a natural or dramatic look. Base your cosmetics with this.
My belief of the makeup process:
Moisturizer
Foundation Primer
Foundation
A light powder
Blush
Eye makeup
Lipstick
Then powder around your neck so your face doesn't look like a mask
